Manager of Technical ServicesPosition Reports To: General Manager of Transportation & AgriculturePosition Summary:The Manager of Technical Services is responsible for ensuring that both short and long-term infrastructure needs of the County are met. This is accomplished through accurate monitoring and maintenance of current facilities, and through accurate planning of future system improvements and upgrades based upon projected development or legislative changes. This includes:Overseeing the County?s infrastructure life-cycle replacement program. Supporting the County?s Planning and Development team by providing technical input and content into the County?s planning policies and, as required, providing other technical support related to planning and development activities within the County. Providing project and contract management for all County capital infrastructure projects, and providing general project and contract management support for other departments within the County as required, Overseeing the operations and maintenance of the County?s utility services and infrastructure (water, wastewater, and stormwater systems). Overseeing the operations and maintenance of County-owned buildings and other facilities.The Manager of Technical Services has the following direct reports: Utility Operator Foreman, Project Manager (2), and Facilities Supervisor.Key Responsibilities:As a manager with direct reports, participate in the recruitment and selection process, conduct new employee onboarding / orientation, train, coach, performance manage, participate in the progressive disciplinary process up to and including terminations, participate in employees? career development, and actively participate in other corporate-endorsed human resource management processes and procedures. Participate in the budgeting process for both transportation and infrastructure projects. Monitor spending to ensure that expenditures are consistent with approved budgets. Liaison with provincial government agencies, other municipalities, various industries, and the general public regarding technical, financial, and day to day matters. Attend Council meetings and provide status updates and recommendations to Council on various County projects and objectives. Work with the asset management team to maintain an accurate database of existing infrastructure systems and facilities, detailing such things as condition and age, lifespan, and estimated replacement costs of infrastructure elements. Work with the County finance and asset management team to ensure accurate and sustainable tracking of finances for infrastructure maintenance, upgrades, and capital projects. In coordination with the Planning and Development (P&D) Department, create and maintain short- and long-term Infrastructure Master Plans related to Area Structure Plans (ASP) throughout the County, and, as applicable, Infrastructure Master Plans for regional infrastructure facilities and networks servicing multiple ASPs and/or municipalities. Coordinate with and provide infrastructure planning and development input to the P&D Department for the creation and updating of ASPs and other planning policies Provide input to the P&D Department regarding development applications submitted to the County and support the P&D department as needed with construction completion assessments and third-party engineering reviews for development applications and development projects. Provide project and contract management in executing various operational and capital projects within the County. As needed, provide project and contract management support to other departments with the overall administrative and public works teams. Work with senior management to ensure appropriate workplace health and safety objectives are met, and provide guidance to the Health and Safety Advisor regarding the planning and implementation of occupational health and safety initiatives.
