The position provides threat and risk analysis to support CPS programs and strategic planning process and management plan. In addition, the position will be required to develop and deliver training and awareness programs to support a culture of safety and security across the City.The Investigations and Threat Management Specialist will represent the City on various working groups and provide justification of threat management strategies including testimony in court or other tribunals or inquestsSpecific Duties/Responsibilities Participates as a key member supporting the work of the City?s Threat Management Unit (TMU). Implements strategies to create a protective and safe environment for City staff and others who use City facilities. Conducts protective investigations and threat assessment including those related to homicidal, suicidal, physical and sexual violence, domestic violence and stalking. In addition this position completes protective intelligence briefings and threat assessments related to high profile/high security special events. Provides advice to and participates with Labour Relations, Directors and managers in security investigations involving staff; security/protection issues. Prepares and presents investigation reports by assessing the issues and recommending appropriate actions while managing sensitive or confidential information. Collects evidence by interviewing all involved parties and collecting witness statements. Identifies and assesses individuals who may pose a risk of a threat of violence in the workplace. Provides key input into the development of high security event management plans for specific activities or events that may require security involvement; and participates in the debriefing and evaluation of completed events. Acts as a liaison for the TMU and supports the development of action plans regarding security issues including the investigation and determination of appropriate outcomes. Takes an operational role in any required interface with Vancouver Police Department specialized units including; Emergency Operations (EOPS), Domestic Violence and Criminal Harassment (DVAC), General Investigation (GI), Major Crime Section (MCS), Criminal Intelligence Section (CIS), and the RCMP special investigations sections including the Integrated National Security Enforcement Team (INSET). May be required to testify in court or at inquests and be able to justify the threat assessment strategies as well as to articulate the reasons for the threat level and corresponding recommendations provided. Will liaise with VPD, specialized units including emergency operations (EOPS), domestic violence and criminal harassment (DVACH), general investigations (GI), major crimes sections (MCS); in addition, the Coordinator will liaise with RCMP special investigations sections including Integrated national security enforcement team (INSET).
