Yaq?it ?a·knuq?i?it First NationChief Administrative OfficerCompetition #: 2024-12 Location: Yaq?it ?a·knuq?i?it Administration OfficePosition Summary:Yaq?it ?a·knuq?i?it First Nation (Tobacco Plains Band) is a rural First Nation located near Grasmere, BC, in one of the most beautiful and natural parts of British Columbia. We are seeking a dynamic and experienced individual to fill the role of Chief Administrative Officer (CAO) for the Yaq?it ?a·knuq?i?it First Nation. This senior management position requires a blend of leadership, strategic planning, and operational management to lead the path toward self-government. The CAO will guide a team of directors, ensuring department services align with the vision, mission, and strategic direction set by the Nasu?kin (Chief) and Council and resonate with our community?s values and objectives.Cultural Safety:Our organization is committed to serving the ?akanuxunik people in a manner that respects, enhances, and promotes their cultural identity and well-being. The CAO will lead cultural safety by fostering an environment of cultural awareness and sensitivity, understanding and complying with Yaq?it ?a·knuq?i?it policies, ensuring the promotion of the well-being of Yaq?it ?a·knuq?i?it members, and establishing cultural influence expectations in administration planning and daily operations.Responsibilities:Provide Leadership and oversight of all operations. Develop and implement policies and procedures for effective governance. Lead the administration of Yaq?it ?a·knuq?i?it toward a prosperous, self-sufficient future of self- governance by ensuring administrative functions, structures, and systems align with the vision of the organization. Provide financial oversight to ensure that sound financial management is in place and that it complies with laws, regulations, and funding agreements. Build strong relationships with members, external agencies, and government bodies to ensure transparency, accountability, and inclusiveness. Provide leadership and coordination in response to crises or emergencies that may arise in the community. Support Chief and Council by developing and implementing strategic, operational, and community plans that align with the organization's core values. Prepare comprehensive briefings for Chief and Council meetings. Provide direction and guidance to department directors, review work plans, support proposals/grant writing, and ensure compliance with regulations. Establish and maintain appropriate lines of communication with Chief and Council, staff, and members. Professionally liaise with government agencies, private industry businesses, and other groups. Maintain high ethical standards and confidentiality. Ensure organizational compliance with all relevant laws, regulations, and policies, including Financial Administrative Law (FAL), Custom Election Law, Governance Manual, and Employee Handbook. Other related duties as requiredQualifications:Required Education and Experience:Post-secondary education in Public Administration, Business Administration, Finance, or a related field 5 years of related experience in a First Nation or Local Government organization at a senior management level. A combination of education and experience may be consideredRequired Knowledge, Skills, and Abilities:Extensive knowledge of First Nation Governance, culture, and traditions. Excellent leadership and organizational development skills. Understanding of local government or First Nation organizational functions and responsibilities. Understanding of relevant legislation, policies, and procedures, including those of Indigenous Services Canada (Indian Act) and Federal Labor Standards of Canada. Strategic planning skills. Analytical, problem-solving, and negotiating skills. Effective written communication skills, including the ability to prepare reports, policies and motions.
