Town of Qualicum BeachHuman Resources Specialist: Recruitment and Organizational Development Temporary Full TimeJob Competition No. 2024-27 Join our growing Human Resources Team at the Town of Qualicum Beach!We are in search of a dynamic and motivated individual for the exciting and rewarding temporary full- time position of Human Resources (?HR?) Specialist. Reporting to the Director of Human Resources, this position starts immediately for a period of two (2) years.In this role, you will be responsible for enhancing our recruitment, onboarding, and selection processes, while driving impactful training and development initiatives. You will also contribute to various HR projects that promote organizational growth, employee engagement, and operational effectiveness.This role works closely with managers, supervisors, employees, and CUPE 401 to foster a positive and supportive work environment.Key Responsibilities include:Recruitment, Selection and Onboarding Lead and coordinate end-to-end recruitment processes, including job postings, candidate screening, interviewing, and selection. Collaborate with managers to identify staffing needs and attract qualified candidates. Oversee the onboarding process to ensure a smooth transition for new hires. Develop and implement strategies to enhance the hiring process and improve candidate experience. Training and Development Design, coordinate, and facilitate training and development programs to support continuous learning and professional growth. Collaborate with managers to identify skill gaps and training needs, implement effective programs. Support employees in achieving their career development goals. General HR Support Contribute to HR projects that support organizational goals and improve processes. Assist in a range of HR functions, including employee relations, policy administration, and employee engagement initiatives. Provide general HR administrative support, including organizing and maintaining employee records, creating and updating files, and ensuring accuracy and compliance with confidentiality standards and policies Ensure compliance with employment laws and internal policies, upholding strict confidentiality and ethical standards. Assist in providing guidance and support to managers and employees on HR policies and best practices.Candidates under consideration will demonstrate: Sound knowledge and understanding of human resources management principles including recruitment and selection, employee engagement and training and development. Experience in recruitment, selection, and onboarding, as well as training and development. Strong knowledge of HR practices, applicable regulations, and policy interpretation. Excellent communication skills, with a collaborative and solution-focused approach. Proven ability to exercise sound judgement and manage multiple projects with competing demands and deadlines in a fast-paced environment.Qualified candidates will possess: Post-secondary education in Human Resources, and at least two (2) years of progressive experience working within an HR department. CPHR designation and experience working in a unionized environment in a local government setting are considered assets. The successful candidate is approachable, diplomatic, and proactive, bringing a positive contribution to a collaborative work environment. A passion for HR, continuous learning, and promoting a culture of development is essential for success in this role.This exempt position offers a competitive annual salary of $75,000 - $80,000, ongoing training opportunities and an excellent benefit package. As a requirement of the position the successful applicant must provide a satisfactory Police Information Check prior to beginning employment.
